If "The root cause of soliciting, refusing to pick up passengers and overcharging lay in the pricing mechanism, he said, and errant cabbies resorted to such behaviour because demand for taxis exceeded the supply at certain times and places." then maybe it's the taxi companies who are supposed to change something like ensure that there are enough taxis to meet the demand. What does imposing a surcharge for location, peak hours, midnight surcharge all mean? I don't get it. We already have booking charges that are of different rates at different times, so why this location surcharge? Will it help in the 1st place? Thanks a lot, MP Seng!
